CMAI TEMA IMA in Mobile Sector

Indian Mobile Association a part of CMAI - Cellular Mobile Association of India and TEMA- Telecom Equipment Manufacturers Association of India is actively involved in mobile handset advocacy, regulations, procedures, policies, testing since 1994. INTRODUCTION

Indian Mobile Association (IMA) compromising of Indian States, mobile stakeholders, international and domestic investors, technology providers, International Telecom/Mobile/UCT exhibition organisers etc is focused for:

• Mission statement - Digital India- Digital Indian Mobile.
• Push trust factor to Create “Made in India” brand image for mobile phone.
• Earn foreign exchange thru exports of mobile components and phones.
• Upgrade Indian mobile ecosystem to achieve HiTech India image.
• Invite investors to Build Operate and Localise (BOL) model.
• Identify opportunities in Localisation of mobile components in India.
• Promote investment in Indian States.
• Develop Local supply chain in mobiles.
• Work on policies to promote local supply chain developments.
• Development of requisite infrastructure, skilling, R&D Centres in the Indian States.

Indian Mobile Association (IMA) represents India’s premier association dealing with mobile industry formed by India’s oldest and most experienced telecom association TEMA (Telecom Equipment Manufacturers Association of India) and supported by CMAI (Communications Mobile Association of India).

We are handling mobile industry advocacy and investment promotion, manufacturing for more than 27 years operating on India and global platform since 1st June, 1990. The Chairman/President Prof NK Goyal carries experience of 47 years in telecom, electronics and mobile. We represent Asia’s largest group of associations in ICT, Mobile, Telecom, Electronics Sector based in India with offices in more than ten Countries and 48,500 members along with 54 MOU partners worldwide.

CMAI, is the only association in world having joined ribbon cutting and inauguration for world’s largest electronics show CES at Las Vegas, USA for last ten years.

This is single point most comprehensive resource center for all information, data, knowledge, policy, regulatory matters related to Mobile Handsets, accessories, mobile technology including manufacturing, distribution, Government policies, setting up manufacturing plants, helping securing land, incentives, tax procedures, import/export and networking with industry, Government and other stakeholders. Incidentally it is also single point source for mobile service sector, telecom, and ICT, electronics sector, so strategically placed to network overall coordination with other industries.

The membership of association extends to mobile handset manufacturers of India and other Countries, ODM, OEM, Design companies, Technology companies, Start Ups, Brand Owners, Mobile application & solution providers, Mobile distributors/channel partners/franchisees/retailers, mobile consultants and experts, former senior Government and industry officers and consumers at large.

The Association is dedicated to growth & development of mobile sector in India and abroad for empowering the citizens by cooperation, partnership for manufacturing, distribution and technology innovations and dissemination and plays leading role in policy, regulations, and standards formation.

1. CMAI/TEMA Activities for Mobile Industry

• Active role, advocacy, strategies in formulation of manufacturing, investment, development, standard, specification polices, ease of doing business etc. by Government.
• Assisting in establishment of manufacturing units in India, sales/ service/ Market Channels/Distribution across India, Marketing/Media Plans and publicity plans by print/media/TV/Hoardings etc.
• Assistance in securing approvals from BIS, SAR, IMEI, MSIP/EMC, Central and State/Provincial Governments, Financial Institutions for Bank Loans, other statutory bodies like Environmental clearances etc.
• Assistance in legal clearances, approvals of contracts, agreements, MOU and company formation etc.
• Regular interaction with MeitY, DOT, TEC, TRAI, Nitti Aayog, Commerce Ministry, Finance Ministry, Legal Ministry, Consumer Affairs Ministry, BIS, International Telecom Union-ITU Geneva, State Governments etc.
• Organizing delegations out of India and receiving inward foreign delegations.
• Promoting Make in India, Digital India, Skill India, Start Up India.
• Assisting in technology finalizations, imports, exports, custom duties, land allotment from State Government/private entities, getting incentives from Central/State Governments and Financial institutions, preparation of project reports/DPR etc.
• Assisting with clear cut policy interventions and interpretations and follow up for IMEI/BIS/Panic Button, Indian Language, GPS, SAR and mandatory testing by TEC

2. CMAI/TEMA/IMA Brief

CMAI/TEMA is the only association in India present in all the committees/groups formed by Government and other stakeholders for technology, standards, policies, procedures, procurement for mobile & telecom sector.

It works for mobile/cellular sector as a whole including mobile services and mobile handsets. The membership encompasses operators, handset manufacturers, application developers, wireless technology companies.

CMAI/TEMA is part of more than 100 Government committees for mobile including issues related to licensing, spectrum, standards, quality, testing and manufacturing, organization of conferences, exhibitions, and international delegations.

CMAI/TEMA is founding member of World Electronics Forum, Asia Electronics Forum, and Asian Telecom Information Exchange Forum.

3. CMAI/TEMA ….early initiators in Mobile Sector

The liberalization in telecom sector in India and journey in mobile started in 1990s with first opening of manufacturing of Cordless Telephones/EPBX/ERAX with 51% compulsory Central/State Government equity. TEMA was first to get involved to frame standard/specifications for cordless telephones with TEC, DOT, Govt. of India in 1990s.

TEMA was also involved in securing one of first three licenses for Cordless Telephone manufactures and setting up the first manufacturing unit of Cordless Telephone in India with technology collaboration from China. TEMA was also involved in getting first licence and manufacturing unit for EPBX/ERAX with technology from CDOT.

The journey then extended to open up radio paging services, Digital Radios, MARR etc. in 1990s. The Cellular Mobile operation services were opened up during 1994. Way back in nineties TEMA was the only stakeholders association for mobile/telecom and advocating the opening of radio paging, public radio trunk services and Cellular Mobile Services, Basic Services in India.  TEMA was in involved in the India’s first ever manufacture of 2GHZ Digital Radios and technology collaborations. TEMA was actively engaged in licensing and approval processes.

In initial years after 1994, the mobile handsets continued to be imported from other countries, even though promotion of local manufacturing was declared as a policy in National Telecom Policy, 1994 and 1999.  The mobile handset continued to be imported without any custom duty till 2010 or so. Thereafter focus attention was moved for local manufacturing on EMS basis. TEMA is involved with al such activities during various phases.

4. CMAI/TEMA some of Activities for Mobile Industry

• TEMA/CMAI was first to organize the first ever Mobile Handset Group meeting on 18th October, 2010 at Hotel Lalit, New Delhi under Chairmanship of Dr Dilip Modi, Chairman Spice Group, which was joined by several brands and mobile manufacturers. The agenda discussed was:
• Brief Status of Indian Mobiles
• Clarity on Government policies on imports, Duties, Specifications, SAR
• Strategy for development of Indian Mobiles
• Administrative matters for the Group
• Meetings to be planned in near future for Indian mobiles with Government and others

• CMAI/TEMA organizes of its own Mobile Exhibitions in India –ICOMM and China Shenzhen, Shanghai; and associates with co organizers at Korea, Taiwan, Dubai, Barcelona, Las Vegas USA, Japan

8. TEMA initiated and formed Telecom Export Promotion Council (TEPC)

TEMA framed the concept of Telecom Export Promotion Council, which was approved b y Ministry of Commerce and Ministry of Communications. The TEPC has been formed with TEMA as founding member.
