Brief Report on the 19th ITU Plenipotentiary Conference (PP-14), Busan Korea AND INDIA/US stand on Internet
CMAI led a industry delegation of 27 members led by Sh NK Goyal, President, CMAI to the 19th ITU Plenipotentiary Conference (PP-14), at Busan, Republic of Korea, from the 20th Oct. to 7 Nov. 2014.
The 2014 Busan Information and Communication Technologies (ICTs) Ministerial Meeting was held on 19th October, 2014 which was attended by 50 government ministers from across Africa, Asia, the Caribbean, Europe, Latin America, the Middle East and Oceania. It was attended by Hon'ble Sh Ravi Shankar Prasad, Minister of Communications and IT, India.
At the close of the meeting, the "Busan Declaration' was issued, which stressed that "fundamental goal of building an inclusive information society enabling everyone to create, access, utilize and share information and knowledge, and of attaining internationally agreed development goals and objectives" with key emphasis on the strategic and innovative use of telecommunications/ICT as that can help Countries address existing and emerging global challenges, as ICT can play a crucial role in achieving sustainable development.
The importance of digital inclusion for all was emphasized and ITU Secretary-General Dr Hamadoun I. Touré mentioned "Even though we have successfully brought three billion people online, we still have the unacceptable situation where two thirds of people in the developing world, and over 90% of people in the world's 48 UN-designated Least Developed Countries, are still offline,"
The PP-14 is being attended by 3,000 international delegates. The Plenipotentiary Conference is the event where the member States decide on the future role of the organization, thereby determining the organization's ability to influence and affect the development of information and communication technologies (ICTs) worldwide. GOVT OF INDIAS STAND ON ICT POLICIES GLOBALLY
At a meeting of Information and Communications Technologies (ICT) for Development, India's permanent representative to the UN ambassador Asoke Mukerji stated that "As a multi-cultural, multi-ethnic and democratic society, India is fully committed to the free growth of the internet." He further stated that "As a global common, cyberspace cannot be managed only as private property. The governance and architecture of internet should reflect its global and democratic nature," and international management of the internet should be "multilateral, transparent and democratic." Highlighting the important role of ICT in development, he pointed that the existing "global divide" is not only between developed and developing countries but also between men and women. Citing a report released last year on ICT, Mukerji said the gender gap in women's access to the web is even greater than that of mobile phones, with women being 23% less likely to use the internet in low-to-medium income countries. From a developing country's perspective, Mukerji stressed, empowering women using enabling technologies can be a 'game changer.' "By applying enhanced Information and Communication Technologies for women in education, healthcare, clean drinking water and energy, we can significantly empower their role as force-multipliers in society," he said. Mukerji said India has been one of the 'unambiguous success stories' in the global ICT revolution and it is fully committed to making use of ICT to harness the developmental potential of its citizens. The UNGA had in its 68th session adopted the resolution on the modalities for the overall review by the general assembly of the implementation of the outcomes of the World Summit on the Information Society. U.S. Commerce Secretary Pledges to Protect a Free and Open Internet
While addressing the opening ceremony of the 51st ICANN meeting at Los Angeles during October, 2014, the Commerce Secretary, Penny Pritzker, declared unwavering support for the United States government's decision to transfer stewardship of the IANA functions to the global multistakeholder community and not to any one single organization. "Let me be clear about this. The United States will not allow the global Internet to be co-opted by any person, entity or nation seeking to substitute their parochial world view for the collective wisdom of this community," she mentioned.
"If we don't strive to improve our governance and accountability at all times, and especially this time, we will not gain and maintain the confidence of the world," said Fadi Chehadé, President and CEO of ICANN. "ICANN's leadership, the ICANN board and the ICANN community are committed to the best possible governance and accountability mechanisms there are." ICANN Board Chair Dr. Stephen Crocker spoke about ICANN's priorities, saying, "Throughout the organization we are sincerely concerned about transparency, about accountability, and we work assiduously trying to improve."
"We have to get this transition right," said Pritzker. "Make no mistake: I stand by ICANN. I am all in when it comes to the global debate over Internet governance.
